update-database not succeed #3447

I haved down the latest version 4.1.0 of ASP.NET ZERO, when i Follow the steps to ENTITY FRAMEWORK MIGRATION COMMAND .when i use "Update-Database" command，have some mistake i can't solve it。 the mistake is:

Microsoft.EntityFrameworkCore.Design  ps:Other versions can be used and success,any body can help me ? thank you !

    Microsoft.EntityFrameworkCore.Design 
