Cannot create new users in host tenant?

this is a multitenanted setup and i need to create more admins for the host. see screenshot of error and where code falls over

    Hi @Mdonogma,

    Can you also share version and template you are using ?

    • ASP.NET MVC 5.x or ASP.NET Core ?
    • And version number.
