Issue in CoreModule PostInitialize method when Migrator project is run #7001

The above code is placed in PostInitialize function of TechnologyCoreModule.cs. I have set Migrator project as startup.

    The IWebUrlService interface is registered in the web layer.

    If you need you should write an implementation in the Migrator layer.
