The porblem has been fixed after upgrading to ABP 3.4. This was the solution ;)

I have the same problem, why the user cannot see a notofication pushed when he or she was offline?
Yes I know, but the notification list is not showing any item if the notification is sent using a Worker Role. However, it does work if the notification is published using an api called from a browser action.
Any suggestion how to diagnos this issue?
