Application permissions are designed in the background, so there is no problem with a front end (Zero is currently designed this way). It will not cause confusion of permissions.
There is no problem with your steps. But currently there is a problem with the database connection. Is there any other exception message in the log? Or can you change another sqlserver database connection string and try again?
Multiple tenants may have the same username or email address. So can't get accurate
You can empty the user, role, tenants... tables and re-run the application(The default zero will seed data).
If you care about the identity of the data, you can use CHECKIDENT
