As explained in the How do I fix the issue? ASP.NET Core 2.1
section of this issue <a class="postlink" href="https://github.com/aspnet/announcements/issues/310">https://github.com/aspnet/announcements/issues/310</a>, installing .NET Core SDK 2.1.302 on the dev/prod machines should solve the issue.
