Can you try to set customErrors On in web config. While debugging the project, only customErrors="On" will show to error details in that dialog.

If you login as a host user (leave tenancy name empty on login screen), you can manage all tenants. Then on the tenants page, you can select "Login as this tenant" and manage that tenant's users.
